Background:
|
Following the passage of Act 12, Milwaukee Public Schools and the City of Milwaukee initiated discussions to establish a sustainable Intergovernmental Agreement (IGA) for the School Resource Officer program. Initially, the IGA focused solely on program logistics. However, after multiple court proceedings and a circuit court ruling, the draft was revised to include a 50/50 cost split.
Both Milwaukee Public Schools and the City of Milwaukee have since reached a verbal agreement on the revised IGA. The Board is now requested to approve the attached draft as written. Similarly, the City of Milwaukee will review the IGA at a special meeting of the Judiciary & Legislation Committee on March 3, 2025, followed by final approval at the Common Council’s regular meeting on March 4, 2025. |

Fiscal Impact Statement:
|
Approval of the IGA does not authorize additional costs, as the Board approved the associated expenses at its Special Board Meeting on February 20, 2025. |

Implementation and Assessment Plan: |
The School Resource Officer (SRO) program is expected to begin no later than March 17, 2025, as ordered by the circuit court. |

Recommendation
|
The Administration recommends that the Board approve the attached Intergovernmental Agreement as attached. |
