Background:
The Administration is requesting authorization to Waive Administrative Policy 3.09(9) (e) and extend a contract with National Vision Administrators, LLC, (“NVA”) to provide vision benefits to MPS employees through a fully-insured vision plan.

The selected vision plan currently provided to MPS employees, includes but is not limited to, a 100%-covered eye examination, an eyeglasses-frame allowance of $100, with standard glass or plastic lenses covered 100%, or, in lieu of eyeglasses, a $100 retail allowance on contact lenses. NVA’s Eye Care Professional Network includes over 82,000 provider location combined. For MPS employees, there are, on average, two providers located within five miles of their homes.

The contractor was chosen pursuant to RFP 989, which closed on July 9, 2018. In September 2018, the Board approved a contract with NVA with an initial term running from January 01, 2019, through December 31, 2019. The Board also approved three one-year renewals. MPS exercised the first option year for the contract, with the first extension running from January 1, 2020, through December 31, 2020. The second contract extension running from January 1, 2021 through December 31, 2021.

This third contract extension will run from January 1, 2022 through December 31, 2022, with the same terms and rates.

The total cost of the contract term will not exceed $810,000.

Recommendation
