Background:
|
In 2023, Act 20 was put in place to improve reading across the state by ensuring every student is a capable reader by the end of grade 3. Part of Act 20 requires school districts, independent charter schools, and private schools receiving funds through choice programs to consider a student's reading ability when considering promotion from grade 3 to grade 4. Administrative Policy 7.36 Promotion and Retention of Students governs the promotion of Milwaukee Public School students who have not completed their personalized reading plan from grade 3 to grade 4 in accordance with Wisconsin Statutes 118.33. This policy is aligned to the model policy provided by the Wisconsin Department of Public Instruction. The policy outlines the factors to be considered when determining whether a student should be promoted, promotion for students with incomplete reading plans, exceptions to post-promotion requirements, and mid-year enrollment/transfers.
