Background: The Administration is requesting authorization to waive the three-year term limit of Administrative Policy 3.09(9)(e) and extend a contract with Gallagher Bassett Services, Inc. (“Gallagher Bassett”) for third-party administration of the District’s self-insured workers’ compensation program.

In 2015, a Request for Proposal (RFP) was issued for the third-party administration of the District’s self-insured workers’ compensation program. At the conclusion of the RFP process, Gallagher Bassett was selected as the awardee. In September 2016, the Board authorized a three-year contract with Gallagher Bassett with two one-year options to extend.

In 2019, while in discussions with Gallagher Bassett to use the first one-year extension, the Administration was able to negotiate better pricing upon the agreement of a three-year extension. The Board approved the three-year extension which ran from October 1, 2019 through October 1, 2022.

The Administration is now requesting we extend the contract for an additional year as we are able to utilize the CoProcure cooperative agreement 7161804REN1. The contract would run from October 1, 2022 through October 1, 2023 and would not exceed $240,770.

Implementation and Assessment Plan Upon approval by the Board, the contracts will begin as indicated in the attachments.
Recommendation: Your Committee recommends that the Board waive Administrative Policy 3.09(9)(e) and approve the contract as set forth in the attachments to this item.
