Background: At its May 26, 2022 meeting, the Board referred Resolution 2223R-002 by Director García to explore establishing a Newcomer Center that is Centrally funded at South Division High School.
Newcomers are defined as foreign born English Learner students who recently arrived in the USA and have been enrolled in the US schools for less than 12 cumulative months. Even though this is the State and Federal definition of a Newcomer, it is our intent to further support these students in reaching language and academic proficiency.

On June of 2022, the Chief Academic Officer and the Director of the Bilingual Multicultural Department met with Director García to discuss the English Learner population at South Division High School, Bilingual/ESL programing and current supports for Refugee newcomers who are not enrolled in the bilingual program.

The discussion was around enhancing current practices utilizing recommended and innovative activities such as:
• Have dedicated time for social and instructional language development
• Emphasize oral language development to reduce the anxiety of learning and communicating in a new language
• Use an academic portfolio to nurture self-determination and self-regulation skills, so that students can determine, along with teachers/parents, their progress in meeting academic/social benchmarks.
Fiscal Impact Statement: Funding Approved, May 22, 2022 budget amendment
Implementation and Assessment Plan Implementation: Upon Board approval, Resolution 2223R-002 will be implemented as follows:
October through December 2022:
Discussion and planning with school administration and staff.

January through May 2023:
Training content area and ESL teachers on the best practices mentioned above.
Begin to identify newcomers at South Division High School for the 2023-24 school year.

August 2023:
Programmers will schedule newcomers into appropriate classes.
Recommendation: The Administration recommends that the Board approve the adoption of resolution 2223R-002.
