Background:

In June 2022, the Board passed Resolution 2223R-003 by Director Gokalgandhi regarding communications to the Board. As directed by the resolution, the following polices were reviewed:
Board Governance Policy 2.03, Board Duties and powers;
Board Governance Policy 2.15 Public Concerns
Board Governance Policy 3.02, Role of the Superintendent;
Board Governance Policy 3.05, Role of the Board Clerk;
Board Governance Policy 3.08 Role of the Management of the Office of Accountability and Efficiency;
Board Rule 1.06 Quorum and Meeting Presence;
Board Rule 1.08 Meeting Agendas and Reports;
Board Rule 1.10 Communications, Petitions, Resolutions for Referral;
Board Rule 2.11 Advisory Committees; and
