Background:
On February 17, 2012 the Banner School of Milwaukee submitted a proposal to become a MPS non-instrumentality charter school beginning with the 2013-2014 school year. The school is proposing to serve approximately 240 students in the first and second years, 270 in the third and fourth years, and 300 students during the fifth year.

As of the date of publication the Charter School Review Panel had not convened to discuss and make recommendations regarding the concept of the charter school proposal submitted by Banner. The Panel is currently scheduled to meet on Thursday, March 1, 2012. At that meeting the school leader(s) for Banner will make a presentation to the Charter School Review Panel, outlining the conceptual framework for the charter school.

Following the March 1, 2012 meeting of the Charter School Review Panel, the Charter School Review Panel's recommendations will be developed and presented at the March 8, 2012 meeting of the Committee on Innovation/School Reform.

Recommendation
Your Committee recommends that the Board approve the concept of the Banner School of Milwaukee and authorize the Superintendent’s designee, in consultation with the Board’s designee and the Office of the City Attorney, to begin contract negotiations with representatives from Banner in anticipation of the establishment of an MPS non-instrumentality charter school for the 2013-2014 school year, as outlined in the attached charter proposal.
