Background: In November 2010, the Board directed the Administration and the Office of Accountability and Efficiency (OAE) to implement the Sungard Public Sector (SungardPS) contract, grants and bid online modules in the District's financial system and to offer services beyond the capability and resources of the District. The funds for these modules were previously set aside by the Board. The OAE requests authorization to waive bid requirements and enter into a contract with SungardPS. SungardPS is the District's approved vendor from whom we license the District's financial system and the modules the Board directed be implemented. This contract will provide for ongoing technical assistance already provided by SungardPS for the implementation of these modules and further customizations to District's financial system to correct defects identified in the Lean/Six Sigma review of the contracting/purchasing process. This is a time-and-materials engagement not to exceed $140,000 per year.
Fiscal Impact Statement: This item authorizes expenditures of $140,000 from account ADT00OAEAO-ECTS.
Implementation and Assessment Plan Upon Board approval, the OAE would move to execute this contract and work with the contractor towards the implementation and the development of new IFAS reports, integration of AIM (Facilities and Maintenance) system data, user dashboards, user security, and workflow models to meet the specifications defined by the Lean/Six Sigma contract project leader, and development of user documentation and procedures related to the implementation of the developed work. Due to the complexity of system enhancements and multiples phases of project implementation, this would be a two-year contract with option to extend one additional year.
Recommendation: Your Committee recommends that the Board approve the award of the attached sole-source contract to Sungard Public Sector as a time-and-material engagement not to exceed $140,000 per year at a rate of $160.00 per hour, plus expenses while onsite, for a term beginning in March 2012 through March 2014, with the option to extend one additional year.
