Background: At its meeting on October 27, 2011, the Board considered Resolution 1112R-001, which called for the establishment of a Committee on Student Achievement.

In response to the Resolution the Board voted to:
a) Change the name of the Committee on Innovation/School Reform to the Committee on Student Achievement and School Innovation; and
b) Direct the Office of Board Governance to update any and all policies and procedures necessary to reflect the name change arising from the Board action.
Fiscal Impact Statement: This item does not authorize expenditures.
Implementation and Assessment Plan Although the change in committee name was approved on October 27, 2011, Board Rule 1.11, Amendments to the Rules, states:
"Proposed amendments to the rules shall be presented at a regular board meeting and shall be referred to the Committee on legislation, Rules and Policies for its consideration and report thereon. The committee’s report with respect to such proposed amendment shall be presented to the Board and then held over until the next meeting, when it shall be considered and acted upon by the Board. A recorded affirmative vote of a majority of the members of the Board shall be necessary for the adopting, amendment, or repeal of rules, expect as provided otherwise in article 1.14(3) of those rules."

In light of the Rule, the Board will have to hold this item over until the April Board meeting.

Upon approval of this item, the Office of Board Governance will publish the revised Board Rule 2.01, Standing, Special, and Functional Committees; Board Rule 2.02, Committee Meetings; and Board Rule 2.10, Committee on Innovation/School Reform-Powers and Duties.
Recommendation: Your Committee recommends that the Board approve the amendments to the above Board Rules as presented in the attachment to this item.
